Start on Cloud and move to Sovereign later, or begin air-gapped and add cloud workspaces for the teams that want them. Migration between tiers is part of the licence, not a new purchase.
Sovereign deployments are scoped per site and include installation, licensing and a defined support window. Hardware is specified to the workload and procured as part of the engagement.
